There are many good things about the VA embracing technology and moving towards an electronic claims system. As an organization that literally and figuratively has been mired in a backlog of paperwork from veteran disability claims for many years now, putting records online would free up space, improve the organization, and should streamline the entire claims process. As someone who frequently works with Vets on their disability claims, I can definitely see the positives of helping people to get the benefits they need more quickly, and I’m all for it.
However, there has to be a careful balance when organizations embrace electronic systems, and right now the VA seems to be going so far that they risk alienating and disenfranchising Vets who don’t have access to or understanding of the internet or technology.
As Organization Improves, Options Dwindle
Currently one of the biggest changes that people are railing against is the fact that Vets are now required to use a specific VA form to file a claim for benefits. In the past, they had an “informal” system where Veterans were able to write their claim down on any piece of paper at all and submit it to the VA, but under new rules these claims would be ignored.
This may seem like a small thing, but it provides Vets with internet access a clear advantage. Not only is this specific form readily available online, claims will be considered “filed” on the date that the Veteran first begins this form – even if they don’t complete it because they need more information. The rest of the form can be completed at any time over the next year simply by logging in and updating it.
In contrast, Vets without available internet or technology will need to go to extra lengths to obtain a physical copy of the form and then must complete everything at once before they can submit it to the VA. How many older Veterans do you know who wouldn’t even begin to know how to use the internet to fill out a VA claims form? By doing this, the VA is making it a lot harder for a large portion of the population that they supposedly serve.
