Is Speech Impairment a Disability under Social Security?
Yes – when the disorder is so serious that you can no longer speak and be understood by others, it often turns out that working and keeping a job becomes impossible. In such cases you may qualify for disability benefits under the Social Security Disability Insurance (SSDI) program.
SSDI lists speech disorders in the Listing of Impairments (Blue Book) section 2.00 Special Senses and Speech, and specifically part 2.09:
“Loss of Speech, due to any cause, with inability to produce by any means speech that can be heard, understood, or sustained.”
In addition – and this is quite common – your impairment may be a result of an injury or illness that is listed in the SSA Listing of impairments. For example, if your loss of speech is due to a stroke, SSA will evaluate your speech disorder under the Blue Book listing for Stroke, which is found under SSA’s listing 11.00 Neurological.
In order to win your SSDI claim, you must prove your disorder meets all the requirements of the appropriate SSA Listing, and that your speech disorder disables you from performing your job or other work.

Veterans Disability Compensation for Speech Disorder – Loss of Speech
The VA can pay disability compensation to a veteran who, as a result of military service, sustained the loss or loss of use of specific organs or extremities.
Examples of the loss, or loss of use, are an amputation, or having no effective remaining function of an extremity or organ. This includes the constant inability to communicate by speech (complete organic aphonia) and may qualify for Special Monthly Compensation (SMC).
