Houston is where Marc Whitehead & Associates is based. It is also home to one of the largest concentrations of VA infrastructure in the country, which matters to a veteran’s claim in a way that is worth explaining properly rather than gesturing at.
We represent Houston-area veterans in VA disability claims and denials, and veterans nationwide from the same office. A VA disability lawyer Houston veterans can sit down with is here, though most of the work never requires it.

Which VA Facilities Serve Houston Veterans?
Two you will deal with, and they do entirely different jobs.
For your claim
The Houston VA Regional Benefit Office is the VA regional benefit office in Houston. Regional benefit offices handle compensation and claims questions.
For your treatment
El Michael E. DeBakey Department of Veterans Affairs Medical Center on Holcombe Boulevard is the medical center serving Houston, and it sits inside the Texas Medical Center. It anchors VA Houston health care, which runs a dozen more locations across southeast Texas.
The ones closest to Houston veterans are the Houston Webster VA Clinic, the Katy VA Clinic, the Kingwood VA Clinic, the Sugar Land VA Clinic, the Richmond VA Clinic, the Tomball VA Clinic, and the Conroe VA Clinic. Further out, VA operates clinics in Galveston County, Texas City, Lake Jackson, Beaumont, and Lufkin. VA’s facility locator is the current source for hours and addresses.
The Houston West Vet Center, Houston Southwest Vet Center, and Spring Vet Center are a separate program again, providing readjustment counseling rather than general health care.
Veterans are constantly sent to the wrong one of these. A benefits question at a medical center, or a treatment question at a regional office, produces a wasted trip.
Why the medical center matters to your claim
Because your treatment records are evidence. Every DeBakey appointment, every clinic note, every recorded complaint becomes part of what an adjudicator reads.
Three things follow.
Continuity counts. Gaps get read as improvement, whatever the actual reason.
What you report is what is recorded. Veterans under-report as a matter of habit. The clinical note is not the place for it.
Private treatment counts too, but only if you identify the provider. VA states that it will request records from a VA medical center or other federal facility that you identify and authorize, while private records from a non-VA doctor are yours to submit. A Houston veteran treated at DeBakey and also at a private clinic in the Medical Center often assumes both files arrive. Only one side of that is VA’s to gather.
Where your claim exam is likely to happen
Not necessarily at DeBakey. VA states that a claim exam is carried out by either a VA provider or a VA contract provider, and that an in-person exam takes place at a VA medical center or at a contractor location. The appointment letter comes from whichever of the two is handling it.
So a Houston veteran can be sent to an office building in the suburbs, by a company whose name means nothing to them, and it is still the examination the claim turns on. Attending matters more than the address. Failing to report without good cause carries different consequences depending on whether the claim is an original one or a claim for increase.

Does a VA Disability Lawyer Houston Veterans Hire Have an Advantage?
Not in the way most people assume, and the honest answer is more useful than the flattering one.
VA distributes claims work nationally through what it calls the National Work Queue. A claim filed by a Houston veteran is not necessarily worked at the Houston regional benefit office. It enters a national pipeline and is handled wherever capacity is.
So living near a regional office confers no advantage on the decision itself, and no firm can offer you influence over an adjudicator who may be two thousand miles away.
What proximity does help with is a smaller and more honest set of things. Being able to sit across a table if you would rather do that than talk on the phone. Being in the same city as the people handling your file. Neither changes the legal standard, and both are worth having if they matter to you.

What Do Houston VA Claims Turn On?
The three elements every VA claim turns on, and in denied claims usually the third.
A current disability. Documented in terms of what it does to you, not only what it is called.
An in-service event, injury, or disease. Combat is not required, and neither is a contemporaneous report. Service members under-report as a matter of course, and adjudicators are aware of it.
A link between the two. The nexus, and the element most denials turn on, usually because no qualified provider was ever asked to state the connection and give reasons for it. What makes such an opinion count is covered in our guide to nexus letters.
The Department of Veterans Affairs sets out all three.

What Are Your Options After a Denial?
Three decision review options, and the choice determines what evidence you may use.
Higher-Level Review. A senior reviewer takes a fresh look at the same evidence, giving no deference to the earlier decision. No new evidence permitted. Our page on Higher-Level Review covers when it fits.
Supplemental Claim. The route built for new and relevant evidence, and the right one whenever you hold something VA has not seen.
Board Appeal. Decided by a Veterans Law Judge, on one of three dockets, two of which take new evidence.
Our overview of VA disability appeals sets all three out side by side.
Each carries a strict filing window, and continuing to pursue an issue in time is also what protects how far back an award reaches.
What Kinds of VA Claims Come Out of Houston?
The Houston veteran population is large enough that no condition is unusual here, but a few patterns recur often enough to be worth naming.
Mental health claims, including PTSD. Where the evidence rules do a great deal of the work. 38 C.F.R. § 3.304(f) permits a combat veteran’s own testimony to establish a combat-related stressor, and for personal assault claims allows corroboration from sources other than service records, including evidence of behaviour changes. Our page on VA PTSD disability claims covers it.
Secondary conditions. Where a service-connected condition caused or aggravated something else. Sleep apnea secondary to PTSD is the most common example we see, and it has its own page on VA sleep apnea disability claims.
Herbicide exposure claims. Presumptive service connection reaches well beyond Vietnam, and our page on Agent Orange exposure explains how the presumptions work.
Unemployability. Where service-connected conditions prevent substantially gainful employment and the answer is not a higher percentage but TDIU.
Which Houston Areas Does the Firm Serve?
All of them, and the office is at 403 Heights Blvd, Houston, Texas 77007.
Veterans come to us from across the metropolitan area, including the Texas Medical Center and West University neighbourhoods, from Montrose and the Heights, and from the wider Houston area. There is no part of the city we do not take claims from.
Practically, most of the work does not require anyone to travel. Records and arguments move electronically, consultations happen by phone, and Board hearings are held virtually or by videoconference unless you would rather appear in person.
For veterans elsewhere in the state, our Texas VA disability lawyer page covers statewide representation. For the national practice, see VA disability claims.
What Does the Firm Actually Do on a Houston VA Claim?
The same work it does on any VA claim, which is mostly evidence and mostly before anything is filed.
Obtain the C-file. The claims file holds the examination reports, the rating decisions and the reasoning. It is where the real reason for a denial sits, and most veterans have never read theirs.
Identify which element failed. A claim denied for want of a nexus needs different evidence from one denied on severity, and a technical denial needs neither.
Develop the medical opinion. No law firm writes medical opinions. What a firm brings is knowing what an adequate opinion has to cover, and getting a provider who can give one to give it.
Choose the review route on the evidence, rather than on which option sounds most serious.
Protect the effective date, by keeping the claim continuously pursued rather than letting a decision go final and starting again.
What may be charged on a VA matter, and at what stage, is set by federal law rather than agreed between us. We go through the rules that apply to your claim before you commit to anything, and the first review is free.
Houston VA Claim Questions
Where is the Houston VA regional office?
VA’s Houston regional benefit office handles compensation and claims questions for veterans in the area, and its current address and hours are published on the VA’s own page. It is a different facility from the DeBakey medical center, which handles health care rather than claims.
Do I need to travel for a C&P exam?
VA schedules compensation and pension examinations at its own facilities or through contracted providers, and where yours is held depends on the examination type and on availability. The location matters much less than attending, because failing to report without good cause has consequences that differ by claim type and can include outright denial rather than a decision on the record.
Can you help if I have moved away from Houston?
Yes. VA disability is federal and representation is not restricted by state lines. Because the work is documentary and hearings can be held remotely, a move does not disturb the claim. What does need attention is updating your address with VA promptly, since notices go to whatever is on file and a missed notice becomes a missed deadline.
How long do Houston-area VA claims take?
The same as anywhere, because claims are worked nationally rather than locally. Waits are long and any figure published here would be stale before you read it. What is worth planning around is that the waiting period is the window in which the record can actually be improved, and it is easy to spend it waiting rather than building.
Are consultations in person?
They can be. Most people find a phone call easier and it makes no difference to the work. If sitting down with someone would help you, the Houston office is where that happens.
Does the firm take VA claims outside Texas?
Yes. The practice is national, and Houston is where it is based rather than the limit of where it works.
A City Full of VA and a Claim Decided Elsewhere

Marc Whitehead, VA Disability Attorney
Houston has more VA infrastructure than almost anywhere. A major medical center, a regional benefit office, clinics across the metro area, and one of the largest veteran populations in the country.
None of that decides your claim. Your claim is decided on a file, under federal regulations, by an adjudicator who may be working anywhere.
What all that Houston infrastructure does give you is a treatment record, and a treatment record is evidence. Whether it says the right things is a question worth asking before a decision rather than after one.
Send us the letter and the list of everyone who has treated you.
